Downtown alcohol rezoning passes Planning Commission

Charleston's Municipal Planning Commission passed a proposal to change the city's zoning ordinance so that businesses downtown that sell alcohol for off-premises consumption would have to apply for a conditional use permit.

City officials said earlier this week the change is meant to target the purchase and consumption of 40s in public areas.

The change does not affect existing businesses that sell alcohol for people to drink elsewhere. Those will be grandfathered in.

The proposal, if approved by City Council, would not affect growler sales either.

The bill also outlines procedures if an establishment is considered a nuisance by the police department or city manager. In such a case, the Board of Zoning Appeals, which issues conditional use permits, would be able to review an establishment's permit and make a decision whether to revoke it.

The bill now heads to City Council's Planning Committee.
