Wayne County man faces prison for failing to register as sex offender

A man who moved from Charleston to Wayne County and never updated his sex offender registration faces up to 10 years in federal prison.

James Roy Arthur, 45, pleaded guilty Tuesday to failing to register as a sex offender, according to a news release from Acting U.S. Attorney Carol Casto's office.

Arthur was convicted in 1996 in Kanawha County Circuit Court of second-degree sexual assault, the release states. As a result of the conviction, he was required to register as a sex offender for the rest of his life.

At the beginning of the year, he moved to Fort Gay and never registered as a sex offender, despite knowing what the law requires, he admitted in federal court in Huntington.

He's set to be sentenced by Chief Judge Robert Chambers on Aug. 29.
