Police: Man accused of using bomb to frame another man

DINGESS, W.Va. (AP) - Authorities say a man has been charged with placing an explosive device inside a vehicle and then calling authorities in an attempt to frame another man in Mingo County.

The Williamson Daily News reports 42-year-old Roger Scott Johnson was charged with multiple counts Wednesday, including illegal possession of an explosive device and false reports concerning bombs or other explosive devices. Charges against the other man, 59-year-old Herman Vance of Dingess, were dropped.

According to a criminal complaint, officers investigating a tip that Vance was plotting to plant bombs in the Mingo County Courthouse or inside a police cruiser found a device in Vance's vehicle. But West Virginia State Police later determined that Johnson had put it there.

Johnson was being held in the Southwestern Regional Jail in Holden.
